CICL Assessment

What this assessment is
A “Child in Conflict with the Law” (CICL) is a child who is alleged, accused, or found to have committed an offence. GWI provides child-sensitive psychological assessments that support fair, rehabilitative handling — including evaluating discernment and identifying the child’s needs for intervention.
The law behind it — RA 9344
RA 9344 is the Juvenile Justice and Welfare Act of 2006 (amended by RA 10630 in 2013). It handles children who break the law with a focus on rehabilitation and reintegration, not punishment.
Under the law, a child aged 15 or below is exempt from criminal responsibility and instead goes through an intervention programme. A child above 15 but below 18 is also exempt — unless they acted with “discernment,” meaning they understood what they were doing and that it was wrong.
A psychological assessment can help the authorities determine discernment and understand the child’s needs, so the response fits the child and supports genuine rehabilitation.
